July 14, 2026 Construction Update

  • Crews have completed paving:

    • Scottwood Road, Wayland Road, and Roe Road (east of Foster Road)

    • Starlight Court and Grinding Rock 

  • Paving preparation activity, including utility potholing, is planned for the following roadways:

    • Upper Skyway  (Wagstaff to Pentz) (night work anticipated to continue on July 16; 7:00 p.m. - 6:00 a.m.)

    • Middle Skyway (north of Center Street to south of Billie Road) (night work anticipated to continue on July 16; 7:00 p.m. - 6:00 a.m.)

PARADISE ROADWAY REHABILITATION

SPRING 2026 UPDATE

This project will focus on the repair of “On-System” and “Off-System roads” that sustained heavy damage in the wake of the Camp Fire and debris removal efforts.

On-System roads are federal-aid routes that are eligible to receive Federal Highway Administration Emergency Relief Program funds that have suffered serious damage as a direct result of a declared disaster. They also serve as either evacuation routes or primary east-west connections to evacuation routes.

Off-System roads are local neighborhood streets owned and maintained by the Town. These roads are evaluated and prioritized for repair based on factors such as pavement condition, maintenance history, and available funding to ensure the greatest benefit to the community.

2026 PROJECT AREA

The Town of Paradise continues to make significant progress in rebuilding a stronger, safer and more resilient community. In 2025, the Town rebuilt over 100 public roadways that sustained damage during the Camp Fire recovery effort. Plans for 2026 work include rebuilding almost 50 additional roadways.

ABOUT CONSTRUCTION

Significant work will be completed on each of the impacted roads. Work may include excavation, full depth recycling, asphalt concrete paving, removal and construction of concrete curbs, sidewalks and gutters, driveway improvements, improvements to draining facilities, new signage and striping, and signal modifications.

The following construction-related impacts are anticipated. Please drive with caution and follow signage and detours.

  • Lane and road closures, with clearly marked detours in place.

  • Construction-related noise, dust and heavy equipment in residential areas.

  • Both day and night work, depending on location.

  • Some weekend work may be required.

  • Parcels closest to the roadways under construction will be notified prior to work.

WHAT TO EXPECT DURING PAVING

  • Temporary traffic control and short delays near active work zones.

  • Dust, noise, and vibration during pulverizing operations.

  • Reduced roadway access at times while paving work is underway.

  • Flaggers and signage directing traffic through work areas.

  • Do not drive on freshly paved roads.

  • Construction schedules are subject to change.

  • Please drive with caution in work zones and follow all posted traffic control signs.

PROJECT FUNDING

2025 COMPLETED IMPROVEMENT AREAS

2025 work included improvements on:

  • Almond Street – between Foster and Pearson Roads

  • Bille Road – between Oliver and Clark Roads

  • Buschmann Road – between Foster and Clark Roads

  • Clark Road – between just north of Wagstaff Road and just north of Pearson Road

  • Foster Road – between Trailway and Pearson

  • Pearson Road – between Skyway and Clark Road

  • 97 local “Off-System” roads

All areas have been completed.

The Town of Paradise has been awarded more than $55 million in state and federal funding for these roadway improvements. Funding sources include the Federal Emergency Management Agency for off-system roads, the Federal Highway Administration’s Emergency Relief Program for on-system roads, and the Community Development Block Grant – Disaster Recovery (CDBG DR) funds for all road improvements.  CDBG DR funds are paid to the Town as a reimbursement for eligible projects once the work has been performed. The grant funding secured for this specific project is part of a much larger rebuilding effort in Paradise.
